Central adkinistration and municipalities almost force the children to the streets by not creating jobs for the orphaned despite the laws. According to data from the Head Department of Social Services and Society for the Protection of Children, some 4,300 homeless kids who have no protection are lining up to find a job. But the government offices and municipalities act "hesitantly" to create jobs for them. It is reported that the vacancy is used for political aims for "vote hunting" thus the orphaned children are not protected.
Most of the large municipalities are directed by the Welfare Party. Most important of these are municipalities of Istanbul and Ankara. It turned out that the Welfare does not have a different approach to the homeless children different from that of other parties. Their municipalities hasn't held an exam to find a job to the orphans since the regulation has been put into effect on March 2, 1995. state Minister Hasan Gemici and Motherland Party Deputy Akın Gonen said "Despite the regulation no large municipalities held a speceial exam."
