Capital Market Board (SPK) applied to Sarıyer Attorney General with a comprehensive report about the former president of Istanbul Stock Exchange (IMKB) Yaman Toruner and the members of the board of directors of the time accusing them with damaging the public property during the construction of the stock market building .

During the period starting with the choosing of an architect for the construction started in an unfinished congress house that was purchased from Turban for 80 billion Turkish Liras in 1991 to the completion of it, there were lots of corruption and the government was caused to lose $6.498.047 million or 1 trillion TL. claims the report included in the case file.
With its comprehensive report SPK brought the long hidden facts about the market building into light. According to the report that was presented to Sariyer Attorney General, the first corruption in the market building which was constructed on the unfinished market building that was bought from Turban for 80 billion TL started with the election of an architect. SPK who discovered a corruption in the tender for a contractor company found a corruption in the transactions about many subjects that sums up to $6.2 million. In its report SPK wanted a lawsuit to be started against the former IMKB president Yaman Toruner and the members of the board of directors who were found to have caused corruption.
