Kutlu Savas, a public prosecutor, will investigate what is reported by SPK (Capital Market Council) an improper conduct in building the Stock Exchange at Istinye. Meanwhile, Yaman Toruner, former president of IMKB, whose name was involved in allegations of improper conduct, has reportedly been acquited by Tansu Ciller.

It is being reported that, Mr. Toruner was blamed for unlawful conduct during the construction of the exchange building, and complaints were made at the public prosecutor in Sariyer. Accoring to latest news, the former Prime Minister Tansu Ciller has saved Mr. Toruner from further investigation. The complaint, filed by SPK, was evaluated by Kutlu Savas, The President of Prime Ministerial Inspectors, who said he was unable to go forward with this investigation. Mr. Savas, named as "super prosecutor", responded to the report sent by SPK concerning the unlawful practices in October 7. In his response, he stated that despite the allegations no action would be taken as the then Prime Minister Tansu Ciller confirmed the construction of the building.
Mr. Savas wrote that Prime Minister's confirmation must be accepted by the SPK. Also, he sent over to SPK the "secret" reports prepared in 1995 which it had never received. This is how the super prosecutor pursued the allegations.
