Yet another row is brewing at the Social Services and Childrens' Protection Insitution that had got its fair share of RP staffing during the period of Refahyol government. While the General Manager Bulent Ilik is said to be in this position in violation of the laws, Milliyet obtained a document that was said to have been destroyed.
Appointed to the position of the general manager during the period of DYP - SHP coalition, Mr. Bulent Ilik has been continually at odds with all the ministers he had to work under. Having been dismissed from his position several times, Mr. Onay Alpago and Ms. Aysel Baykal, ministers responsible at the time requested for his prosecution.
Having found him guilty of false declarations to the office he is responsible, superintendents prepared a report against him. In the 11 pages report dated March 3, 1994 and classified as secret, it was stated that Ilik committed a disciplinary crime and a request to cut his salary was made. However, for reasons unknown, the report never saw the light of the day. 9 months later, the President of the Superintendents Council Turhan Guven wrote a letter to the office of the Prime Minister and resubmitted the report. Now in the possession of the Ministry of the State, the report was shelved once again and never registered in Ilik's personal file. While these developments were underway, Refahyol came to power and the Minister from RP dismissed Mr. Ilik. When Ilik successfully challenged this decision. With Anasol - D government he returned to his position. However, if a state employee receives a disciplinary punishment such as freezing of his salary, such an employee cannot become an executive anymore. Meanwhile, another decision of Mr. Ilik's has caused a stir within the institution. Despite the rules that dependents of an executive cannot become a registrar, Mr. Ilik appointed his wife, Ms. Leyla Ilik to the presidency of the Family and Childrens' Services Department.
