Consortuims pull out

       The second tender for a new GSM operator has not been held as the base
       price was too high for bidders, and none participated.
       Transport Minister said that the government did not consider a second tender
       to be opened.
       The representative of the Dogan - Dogus - Sabanci - Telefonica
       International consotiums, Mevlut Tufan Darbaz, said they would not be able
       to bid in the deal and the Genpa - Telenor - Demirbank - Atlas consortuim's
       representative Ismail Tuncay Oktay said their foreign partner was not able
       to arrive at a decision due to lack of time. Oktay asked the commission
       whether they could join in the bidding without a foreign partner and was
       told this was not possible according to the present laws.
       The Fiba-France Telecom - Finansbank - Kentbank - Suzer Nurol consortuim
       also said they would not be able to participate.
