Either war or law

Turkish Foreign Minister Ismail Cem who is in Luxemburg for NATO meetings, met the US Foreign Minister Madeleine Albright yesterday. Minister Cem said they have talked on Turkish-American relations, the reconstruction in NATO and its new strategy.
Meanwhile Greece Foreign Minister Theodoros Pangalos who has also met the US Foreign Mİnister said there are two alternatives for the solution of the problems between Turkey and Greece, one of them is war and the other is law.
Mr. Pangalos said "No rational leader chooses the first." "We suggest the legal way, because this is the best." he added.
Minister Pangalos who said that the Madrid Treaty has been metioned in the meeting, stated that preparing a new document on the issue is unnecessary, since even "Madrid soul" is not applied. On the other hand Mr. Cem claimed that the Madrid Treaty should have a more definite character.
Mr. Pangalos stated that he has repeated in Washington, his suggestion for forbidding flight in certain regions in Cyprus, "Naturally this is applied in case it is mutually accepted. Consequently there would be no air force in Cyprus and there would be no need for anti-aircraft missiles" he said.
Mr. Pangalos stated that important positive improvements have taken place between Turkey and Greece which would end up with a solution, however he asserted that Turkey should not claim any possession for the Agean islands and the problems should be brought to the Hague as condition.
