ınterior Ministry rejected the suggestion of establishing a special team by Batman Governorship: The system of village guards is a temporary one. This would lead another security force to come into existence together with gendarme and the police.


       Sources said the first trace of the illegal claims against Batman
       governorship was met in the July of the year 1998.
       The Prime Ministry Inspection Board had launced an extended investigation to
       determine how the weapons discovered in former deputy Sedat Bucak's car,
       whose name was related to Susurluk accident were supplied. During the
       investigation it was noticing that more than 50 accounts were deposited in
       three different banks for Batman governorship and a "mixed team" was
       established in which special operation team members were included.
       Inspection Board then sent a notice to the Ministry of the Interior and
       underlined that the issue should be inspected in detail. The weapons impoted
       by Batman governorship also included in the letters of the inspectors.
       Answering the Ministry's question about the weapons the governorship stated
       that the number, import date and the serial numbers of the weapons were all
       in compliance with the legal code. However it is revealed that these letters
       were only on the weapons that were distributed to the police forces through
       the governorship.
       The inspuction also revealed that a "mixed security team" was established in
       Batman including the members of special operation team officers. However it
       was not certain that which legal code that this team complied with and to
       whom it was inferior. The letter sent by the regional gendarme headquarters
       said the order to establish the team was given by the Interior Ministry and
       worked inferior to the gendarme forces.
       However the letters revealed that although the governorship made a request
       to the Ministry to pass a bill that would legalise a new security unit, the
       Interior Ministry rejected it to prevent a third armed force together with
       the gendarme and the police forces would come into existence and the status
       of village guard is a transitiory one.
