Prime Minister Ahmet Davutoğlu talked about a ‘master plan’ for counter-terrorism: Governors’ Offices of Hakkari and Şırnak will be moved to Yüksekova and Cizre.
“Cizre and Yüksekova districts may become city centers. Two districts do not have any infrastructure because they are not provinces. So, the city center will be moved.”
