Papandreu says Cem has done great service towards Turkey's EU membership

       Statements issued to Milliyet by Foreign Minister Ismail Cem Had great reverberations in Athens. Greek counterpart Papandreu referred to Cem as his "friend" in a press release with Turkish reporters.
       "We welcome my friend Ismail's declarations.If Turkey is granted candidacy in this summit, this development would be owing a lot to Ismail's personal efforts. As for us, we have not yet come up with a decision yet. It is a tough negotiation and a difficult decision. However, I anticipate positive developments in the Helsinki summit.
