       State Minister Isin Celebi says the pay - hikes will be determined in parallel to year - end inflation figures while the transitory budget calls for a 27.5% increase in civil servant salaries, including a 25% pay - hike plus a 2.5% tax income
The government, which dropped its plans for the 1999 budget, is now conducting the transitory budget programme to the parliament. Due to the new budget, which was prepared monthly for a six month period - it becomes harder for the opposition wing to make attempts to increase civil servant pay - rises. While a 27.5% salary increase - including a 2.5% tax income - becomes more clear, the Parliamentary commission of Planning and Budgetary Affairs President Biltekin Ozdemir told that the üransitory budget could be passed by the parliament latest by next Tuesday.
       The government - which decided to make a new budget proposal to the parliament to replace the suspended one for 1999 following an increased tension at the Planning and Budgetary Commission - reportedly signed the draft previously.
       Mr. Biltekin said that the government doesn't need a search for negotiation following the stalemate on Friday and and added that they may approve the draft in a five or six - hour meeting of the Commission.
